Upper Chesapeake Youth Football League
April 4th, 2012
Meeting Minutes


Call to Order:  7:05pm  
Board Members/Programs  in Attendance
:   Aberdeen, BelAir, Edgewood, Joppatowne, Fallston, Jarrettsville, HDG,  Cecil County, Hereford, Towson, Perry Hall, Greg Beaty, Bob Chubb, Charlie Dawson, Tonya Berry, Duvowel Peeker, Bob Elliott, and Debbe Jones.   Meeting Minutes for March were provided for all to review.  Motion to accept minutes, Ian Mitchell, second by Danny Jahn.  All members in attendance approved minutes.  

President Report: 
  • Discussed the Towson Presentation
  • Would like to further discuss the 14U
  VP of Rules: 
  • Would like to further discuss the 14U
  • Charlie spoke up regarding the rule in 14U unlimited weight.  According to the notes from last yr the proposed change was unlimited weight TT.  Tackle to Tackle was written in on the typed copy of proposed rule changes.  Ian stated this was not written in by him.  Danny then advised all that he remembers that meeting and after heated debate about it and to clarify it he wrote in the tackle to tackle on the proposed by law change sheet. After discussion of this, all members agreed to keep the rule as it was discussed in January’s meeting; it will remain unlimited weight for all positions. 
  • Duvowel proposed rule change in writing regarding No freshman allowed to play 14U.  Presented his concern regarding this.  It was agreed to call it 14U for those few 8th graders that are 14 and eligible to play rec.  Greg stated that the freshman do have an option to play football which is through High School.   Danny stated that we have to go by the written by-Laws regarding any rule change. 
  VP of Scheduling:
  • Still waiting for programs to complete registration before working on divisions.
  • Stress to the BOG that they need to determine the number of divisions we will have this yr and that it is also up to the BOG to determine placement of programs into divisions.
  • Stresses to all that we need to come up with a guideline to determine when a program moves a division.
  • Fish explained to all that he wants his program to move down.  Danny also stated that since the split with Joppatowne that his program should also be considered new and to move down a division.
  Secretary Report:  No report at this time Treasurer Report: 
  • Reminded all programs regarding league fee for this yr.  Once the referee contract is approved the cost will be $55 per team, $5 from that goes to the referee’s.
  Division Commissioners Report:  No report at this time     Old/New Business:
  • Danny advised all embers that GBYFL is falling apart and that maybe the BOG should reconsider Cockeysville and Grey Charles. 
  • Danny spoke in regards to the UCYFL web site and was asking why rosters from Edgewood are no longer on the site.  Bob spoke in regards to this and stated that he has talked to Sean about it and seems to be a programming issue.  Sean is working on this. Tried to copy the rosters to have them placed on Joppatowne and Edgewood since they are now split but for some reason it only copied to Joppatowne.  Sean is still working to correct it.
  Meeting Adjourned @ 8:30pm.
